As a San Francisco native, Allan H. Omand graduated with a degree in Business from San Francisco State University and began his real estate career in 1984 with Century 21 as an Owner/Broker. He later purchased the Realty World Franchise in San Mateo, California where he excelled in recruiting, building and leading a top performing sales staff. In 1995 Pacific Coast Properties, LLC was established. In the past 15 years Pacific Coast Properties, LLC investment group has purchased over 75+ apartment buildings. His extensive expertise in high volume real estate development and management operations has helped bring revenues and profits to his investors.

With Allan’s strong experience and commitment to the multi-family industry, his skills in the acquisition and disposition of apartment buildings and a massive network of apartment building owners and investors, clients’ expectations have and continue to be met time and time again.

As VP of Property Management at Pacific Coast Properties, LLC since 2003, Katie retains extensive knowledge of property management, and all policies and procedures in accordance with current California leasing laws in particular as they relate to potential resident discrimination and the Fair House Act.

Katie has consistently met residency occupancy quotas by identifying qualified applicants, verifying confidential information including credit checks and facilitating the consummation of rental agreements and has maintained a closing ratio of 90% on all qualified traffic.

Kelsey Hughes

Kelsey was first introduced to the field of property management when she began working for AppFolio Property Management Software back in 2015. After gaining extensive knowledge of the software, she decided that she wanted to experience property management first hand. Two and half years later, she is now the Assistant VP of Property Management at Pacific Coast Properties, LLC.

Kelsey’s daily activities include leasing (marketing, identifying qualified applicants, creating lease agreements), accounts receivable, accounts payable, and profit & loss management.

Kelsey’s ability to multi –task, develop client/tenant relations, and her vast knowledge of AppFolio has made her a strong asset to Pacific Coast Properties, LLC.


Jenn Permaul

As an executive assistant to the CEO and VP, Jenn uses her property management experience and administrative skills to assist the team with various tasks. With 5 years of property management experience and over 15 years of administrative experience, Jenn excels at handling multiple tasks which include:

  • Screening potential tenants, processing applications and credit reports, creating and maintaining tenant files.
  • Processing tenant’s work order requests and scheduling work orders accordingly.
  • Scheduling contractors and vendors to complete work orders in a timely manner.
  • Collecting rent
  • Data entry
  • Accounts Payable

Jenn strives to make it a priority to maintain open communication with Property Owners, tenants, contractors, vendors as well as her team by providing excellent customer service and care.

Alyssa is currently a full-time student at Sierra College. She is working towards obtaining a B.S in Business Management. Once she graduates, she plans to officially become apart of the Pacific Coast Properties, LLC team! For now, between classes and studying, she provides administrative support and assists with leasing.
